What is a Flag State and Port State?

The Flag State is the country where the vessel is registered and with whose laws govern the vessel and those onboard her when operating in that jurisdiction and on the High Seas (generally beyond 200nm). The Port State is the country where the vessel enters and with whose laws the vessel must comply with when in Port State waters (generally within 12nm but can be up to 200nm).
